In this case, X 0, Z 0 vs X 1, 83, Z 0. The closest portal in the other dimension is found using the pythagorean theorem searching a 256 by 256 by 256 area. If you are in the overworld, make sure your portal doesn't have one side in a different chunk to the other and that should fix the problem. If you are in the nether then it may be harder.
With the plugin disabled, teleportation in my case is fixed, although the first exit from Nether will mix the portal in the World to the side and spoil the buildings. Re-enabling the plugin returns the problem, but without it teleportation from world-2 to nethet-world-2 does not work and teleports to normal Nether is even worse.
If I teleported to the nether and tried a portal back to the overworld, I would wind up in stone most of the time -- I was many blocks off from the target portal in the overworld. A new portal did not manifest, I was just off destintion from where I should have wound up. And again - traveling to the nether doesn't work.
I was going to do a nether section but the portals don't seem to be working. Information: It will spawn me at 0 0 in the nether and I can fly over to the world border from there in the nether. The portal was within the border but it put me over at 0 0, the bigger the world border the closer it brings me to where it should be taking me.
